Maltese Citizenship in light of the Nottebohm case

Identity Malta has announced new amendments to the Malta Individual Investor Programme. One of the requirements of the Malta Citizenship by Investment Programme was that the applicant must provide a written undertaking that he will make investments in Malta to an amount of one hundred and fifty thousand euro (EUR 150,000), amongst others, in stocks, bonds, debentures, special purpose vehicles or other investment vehicles as may be identified from time to time by Identity Malta by means of a notice in the Gazette and to retain the said investments for a period of not less than five years.

Revised MIIP - Malta Citizenship by Investment Programme

By means of a notice in the Malta Government Gazette of Tuesday 5th September 2017, the Government Agency, Identity Malta has announced that the investments can now be also made in debt or equity securities listed on the official list of the Malta Stock Exchange. Investment in these securities may also be achieved through an investment in collective investment schemes that are licensed and are on the Official List of the Malta Stock Exchange. 

The investment must be retained for a minimum period of five years from the date of issue of the Letter of Approval in Principle.

Requirements to obtain Maltese Citizenship by Investment 

Other requirements to obtain Maltese citizenship through the Individual Investor Programme include:

Contribute €650,000 to Malta National Development and Social Fund.  Of this contribution, 70 percent will go into the Fund set up by the Government of Malta and run by a board of trustees. The rest goes to the consolidated fund.   Spouses and children are required to contribute €25,000; unmarried children between 18 and 25 and dependent parents must contribute €50,000 each.

  • An investment in property of at least €350,000 or enter a property rental contract for at least €16,000 p.a. both on five-year contracts.
