Legal Basis
Maltese Citizenship by Exceptional Services may be granted under an amendment passed in 2020 to the Maltese Citizenship Act. By virtue of Legal Notice 437 of 2020 (Granting of Citizenship for Exceptional Services Regulations) the rules providing for affluent persons of impeccable standing and repute to be naturalised and to receive Maltese citizenship on the basis of a contribution to and investment in Malta were promulgated.

Eligibility
- The Main Applicant must be at least 18 years of age and in good standing
- The Main Applicant must provide evidence of 12 months or 36 months of residence in Malta
- The Main Applicant must make a non-refundable contribution of €600,000 when the application is submitted after 36 months of residenceor €750,000 when the application is submitted after 12 months of residence
- The Main Applicant must make a €10,000 donation to a registered philanthropic, cultural, sport, scientific, animal welfare or artistic NGO or society
- The Main applicant must purchase a residential property worth at least €700,000 or rent a property for a minimum annual rent of €16,000, which shall be kept for a minimum of five (5) years
- The Main Applicant must show a Genuine Connection with Malta
