MPRP the Malta Permanent Residency Programme launched

The Malta Permanent Residence Programme was officially launched today by virtue of LN 121 of 2021. This replaces the previous residence by investment programme (MRVP) and aims at introducing stronger ties between the applicant and their new country of residence. While the programme retains several features of the MRVP it has removed the requirement to invest in government bonds and instead introduces a contribution of €2,000 to a charitable organisation. 

Eligibility & Requirements of The Malta Permanent Residence Programme

The MPRP is open only to non-EU nationals who can provide evidence that they hold at least €350,000 in capital and €150,000 in financial assets. This requirement is added to ensure that applicants applying for this programme are economically self-sufficient. 

There are three main requirements which an application is required to satisfy: 

  1. Contribute €2,000 to an approved charity organisation or NGO, and
  2. Pay a Government Contribution of €68,000 if an applicant purchases a property or €98,000 if an applicant rents a property, and
  3. Purchase or rent Property (which must be kept for at least five years)

If the property is located in the South of Malta or in Gozo, the property value would need to be at least €300,000 if purchased or €10,000 per annum if rented. 
If the property is located in Malta (excluding the South), the property value would need to be at least €350,000 if purchased or €12,000 per annum if rented.   
Applicants must therefore choose whether to apply for the MPRP under the rental option or purchase option. Depending which option is chosen, the government contribution varies accordingly. 
An applicant may also include in one application the spouse or partner in a long and durable relationship, unmarried and economically dependent children as well as economically dependent parents and grandparents.
