Montenegro is a candidate-country to join the EU, and is expected to join the European Union in 2025. Until then, citizens of Montenegro can enjoy visa free travel through the European Schengen Area, Russia, Brazil, Turkey and many others.

Legal Basis

The Montenegro Economic Citizenship Program (MECP) was launched in 2018 and it allows investors the opportunity to obtain the citizenship of Montenegro in exchange for investment in the country. The Montenegro programme requires applicants to make a contribution to a development fund, as well as to invest in development projects approved by the Montenegrin Government. 

The Montenegro Citizenship by Investment Program has been amended in January 2022 and will accept new applications only until the end of 2022. Originally, the citizenship by investment programme of Montenegro was designed to accept the last applications until the 30th December 2021. The extension of Montenegro’s citizenship by investment programme was taken by the Montenegrin Cabinet who also decided to implement some changes to the requirements of the programme.

Eligibility

  • Main Applicant must be at least 18 years of Age
  • Only Non-EU nationals may apply

Investor must pay a non-refundable contribution of €200,000 to Government Fund for developing the underdeveloped areas, as well as to invest in Government approved development projects, as per below: 

  • €450,000 in development projects in developed regions of Montenegro (seaside and Capital City – Podgorica)
  • €250,000 in development projects in underdeveloped regions of Montenegro (North and Central Montenegro, excluding Podgorica)

The Government approved development projects for the purpose of the MECP, can be from the field of Tourism, Agriculture and the Manufacturing Industry.
